Changed the Neutral Servant piece color

Struggling with having TTS actually save the position of the pieces as I set them... this is as good as I can do sigh.

Several Setup enhancements:
+ Make Revolt, Summer Palace, Stairs tiles non-interactible
+ No longer toss neutral servants all over the place during setup
+ Shuffle the draw deck if Moon cards are added in
+ Correctly place the Envoy's of the active players

Additional Enhancements:
+ Broadcast an announcement that a Peasant Revolt has been triggered when you hit End Turn so it is not forgotten
+ Added a +3 scoring button

Added the missing action spot snap for the card on the higher player count Summer Court board.
Move the Summer Court Favorite Gift with no collision so the neutral servants don't get tossed about.
Tried to flatten the boards so load piece creep is reduced, but am really uncertain why this is happening.
