Beacon locating circles not always showing on main display fixed

Added go-to waypoint function! Integrates with cruise control and obstacle avoidance, for fully AUTONOMOUS navigation.

Significantly improved radar accuracy by redoing from a rotating radar to a static radar using its built-in angle functions, Mass of target vehicles will now also be displayed.

Removed LIDAR, it was useless, will not affect other systems. (obstacle avoidance still has its own gyro stabilized LIDAR in the bow)

-Added beacon locator readings on the central display, the beacon source will be where the circle outlines overlap.
