Updated for Silence & Fury

The only change is that the Dwarfen Engineer now gets all four of their multiplayer abilities from a fully upgraded settlement.

Minor update to fix the Dwarfen Engineer's Extra Powder ability

Updated to include a number of heroes that aren't in the base game but may be provided by other mods. This won't add those heroes to garrisons, but if another mod does then they will get abilities in lvl 4 & 5 settlements.
This has been done for:
Khainite Assassin
Handmaiden
Necrotect
Liche Priest (Nehekara)
Liche Priest (Death)
Liche Priest (Light)
Liche Priest (Shadow)
Wight King
Vampire (Shadows)

I've also switched the Dwarfen Extra Powder ability
