Replaced old CV solar panels with new passive-generating solar panels. Removed solar capacitors as they are no longer needed and now illegal.

The new solar panels generate constant power regardless of orientation or proximity to sun (it's free power). There are enough panels to run all 30 hydroponics bays and all fridges indefinitely. Running the food processors. constructors, gravity generator, shield, teleporter, or thrusters at that point will consume fuel. Recommend leaving the gravity generator on the automatic mode if you use gravity.
