* Added a whole new catchup mechanic: When 2/3's of players have researched the same tech or civic, the remaining 1/3 of players receives a boost for that tech/civic.

* Buffed Peter's replacement ability after receiving feedback that it seemed underwhelming. It now reads: "+1 Science and Culture from international Trade Routes. Receive a random tech boost after another player recruits a Great Engineer, and a civic boost when another player recruits a Great Artist or Musician."
