Marshall train soldiers now reduced maintenance again, but half as much as vanilla. It has increased odds of finding/improving commanders/knights
Skill modifier for all councillor jobs increased by 25-33%. Spymaster got less of a buff (~15%) due to how much impact they can have
Great Holy War winners now get double the fervor the losers get at GHW conclusion. Remember that both parties get it now - GHWs tend to trigger counter GHWs.
Fascination bonus from learning reduced from 4 to 3 per level.
Contribution of development reduced by ~25%. Trying to slow down innovation growth in late game without affecting early game
Reworked GHW targeting some more to keep Catholics from targeting anything other than Rome if the Crusades get triggered early due to the fall of Rome
The Pope is less keen to hand out money
Holy Order founding cost is now 1000 gold. It GIVES 1k piety and a small ticking piety/faith opin buff for the rest of your life. You must be Paragon of Virtue to do it (Lvl 4, so 2nd highest). The AI gets a 50% discount and can do it at Lvl 3. If you're already at max devotion (Religious Icon) you get 50% off the gold cost. Crusader Kings get a very large discount (50%) and can do it at Lvl 1 Devotion. Crusaders/Holy Warriors get a 30% discount and can do it at Lvl 2 Devotion. Note that you still need to be King/Emp to do it. All this means that early holy orders should be much rarer.
Consecrate bloodline renown reward doubled, but cost increased to 3k piety. No longer gain stress by being content. Lose stress by being ambitious
Consecrate bloodline can now be done if your vassal owns the holy site but you aren’t the top liege
Heads of Faith can now be formed while owning just one Holy Site. With realms being more fractured, it was just too hard for the AI.
Holy Orders should have less levies
Knight damage reduced by 20%, toughness increased by 20%
Anyone in the Byzantine Empire needs a hook on their liege to declare war, not just direct vassals of the Emperor.
No one in the Byzantine Empire can declare a holy war unless they are a Religious Icon
Negative opinion has more of an effect on independence desire
