Updated the mod for Stellaris 3.0.3

Only change is fixing population growth values... this require a new game to work.

LOGISTIC_CEILING = 100
GROWTH_SCALE = 0.2

These are the values that the mod is balanced for.

Fixes...
- fixed restriction of rare resource production buildings. They are now one per planet buildings correctly. (jobs also produce 50% more output than vanilla)

- Classification scripts will now remove planet classes from Machine worlds if they somehow get a world with a classification.

- error in file name might have resulted in files being overwritten by other mods wrongly.

- Added small alloy cost to research buildings for Hives and Machines, they were running rampant on research otherwise.
- Added a small extra base income to compensate for more specialist jobs at game start, some empires started with too much negative basic income.

- Fixed planet classification script so they attach planet classifications for new empires that spawn during the game.

Fixes...
- Removed +2% housing bonus from city districts that should not be there by default.
- Hive minds received building slots too early on new colonies, pushed back to 8 pop, still earlier than regular empires.
- Gene clinics was prohibited for regular human players to build.

Changes
- Added more jobs to many resource producing buildings as buildings are more rare, especially early on.
- Added additional cost to constructing and upkeep of most buildings due to them giving more jobs.
- Reduced access to buildings some for Habitats.
- Reduced all immigration bonuses from civics from 15% to 10% as this bonus is much more powerful now.
- Reduce immigration impact in Nomadic and Sedentary to 10% and in increased their cost to 2p, they are equally if not better than pure POP growth now.
- All rare resource buildings now are one per planet, so one of each category can be built. (this don't apply for deposit buildings)
- All rare resource jobs now provide 3 rare resources instead of 2 and also have it's upkeep increased accordingly.
