Increased the maximum and minimum distance between empires.
In ring galaxies, there may still be problems with the inability to expand.
Added an additional hyperlane to the clusters.
Slightly reduced the radius of the galaxy.
Added generation of another nebula.
The nebulae became slightly smaller.
Now the maximum number of empires in the galaxy is 50.
