-changed the reload time of artillery on first person to match the normal one

-Increaseed siege equipment hit points
-Increased battering ram damage

- slightly reduced the min range of artillery engines
- Eliminated the first person view of naval artillery, because it did not respect the minimum range, and made artillery ships over powered if used on first person view from close range
-Fixed first person view for certain artillery pieces (not naval) that were missing that ability
