If no bugs are found during the comprehensive final QA for this version, this will be the version pushed to the main mod (with the exception of pre-release specific things e.g. version).

Because of the format change mentioned below, if you have an existing CBP-PR install you may receive an error when unloading the mod. It is simply not practical to continually write new code to handle stupid edge cases caused by mod format changes I'm being repeatedly forced to make due to RoN's buggy as fuck mod loading system.

The easiest reliable fix is to:
1) Reset CBP Launcher settings, then close CBP Launcher. (if you crash on-load due to your default CBP load state, you can manually wipe your settings by going to %localappdata% in Windows Explorer and deleting the MHLoppy folder)
2) Verify RoN's game files.
3) Delete or manually archive the Community Balance Patch folder in /Rise of Nations/mods/.
4) Follow the first-time-install steps again.

CBP:
- Mod format updated and in-menu notification system removed in order to fix an OoS issue with how RoN loads modded files.
- Inca Wealth-from-miners tooltip clarified.
- Ported fixed Napoleon (unit) tooltip from Misc Fixes.
- Ported Ironclad (CtW exclusive unit) changes from Misc Fixes.
- Ported improved fixes to Fluyt/Clipper from Misc Fixes.
- Iroquois HI UU tooltips updated.
- Napoleon campaign map zoom optional change now included, but not implemented in CBP Launcher yet (can still be installed manually).

CBP Launcher:
- Updated / added relevant logic to handle changes in updated mod format due to OoS bug.
- Re-implemented loading/unloading speed improvement from PR9.
- Redundant log message on Classic Plus (dark) skin removed.
- Minor improvement to unload function.
- Shortened text of connectivity error status.
- Minor improvements to misc error handling.

CBP Launcher:
- Resized large images and removed unused images to reduce file size. (approx 2MB smaller now)
- Can now choose between extremely basic simple logging view, or much more detailed, fancier logging view (default: simple).
--> Note: full logs are still saved to disk regardless of this setting.
--> Note: fancy log view uses more memory (approx 20MB? Maybe more if there are lots of logged events).
- LOTS of things are now logged.
- Error handling for a couple of unlikely errors.

CBP Setup GUI:
- Removed debug message about .NET version.
- Fixed bug where auto-consent question was being asked on first-time run instead of second-time run.

CBP Launcher:
- If an existing archive is detected of the current version, offer a will-only-work-once option to create a second archive with a (2) designation. (if it's used more than once per archive you'll get the same error as before)
- If CBP is unloaded when checking for a new version, base files will be loaded before the version check so that future archive/unload functions are less likely to have edge case issues.
- Fix typo with PR10+ numbering.

CBP Setup GUI:
- Downgrade .NET Framework target from 4.8 to 4.7.2 (same as what CBP Launcher targets) - very marginal compatibility improvement.
