Update 3/28/2022: "Carbon Dating"

General Changes
Updated most characters in the submod to the new characters system, though it's possible that I may have missed a few, so let me know.
Changed the stats on Elite divisions so that they wouldn't be strictly worse than their normal counterparts in the majority of situations. (In General most elite units take 5 more manpower and each equipment that they use, take twice as long to train, but have 10% more soft and hard attack, 5 more org, and 10 more HP)
Moved the tech unlock for radios higher up in the Trooper Warfare doctrine, it's now unlocked 1 research in instead of 3, this was done so that nations aren't ambushed by the sudden need to make radios midway through the doctrine and are instead locked into the doctrine after finishing it's first research.
Changed various stat bonuses on the new perks added in the Officer Corps doctrines, not entirely sure on what to do with them now, but I want a lot of feedback if possible.
Added new terrain widths, these numbers aren't final, I will list the terrain and it's width below, these numbers can also be found in the files.

Bug Fixes
Fixed various issues with the mod being outdated and bugs resulting from the update to NSB.
Fixed a error in the history file of Eighties that prevented them from getting an extra research slot.
Added most up to date versions of all incorporated submods.

Changed Big Jim and Ranger General to be on the same level as Drummond so they are more likely to be chosen.

No More Pure Tanks
Changed Tank HP from 10 to 5 per battalion.
Changed Tank Org from 10 to 5 per battalion.
Changed Tank Equipment Air Attack base to 2.5 and scale to 2.5 per level.
Increased required Tanks for Tank battalions from 20 to 35.
Increased required Manpower for Tank battalions from 40 to 70.
Increased Tank Equipment Industrial Capacity by 5 across the board.
Reduced Tank Equipment defense by 50% across the board.

NCR Changes
Added a effect to NCR's Shock Companies focus as it had none prior.
Removed -10% Civilian Factory Construction Speed malus from choosing Big Jim as a General for NCR to make him more competitive with the other choices.
Changed Idea for Tip of the Spear to affect Vehicles properly.
Added Spec Ops bonuses to Ranger Unification Treaty.

Unit Changes
Militia was changed back from 2 Width to 1.5 Width

Doctrine Changes
Changed "Cazadore Venom" to grant 100% bonuses to Hard Attack, Defense, and Breakthrough to Dog Support.

Update 10/2/2021:
Changed Combat Robots base organization from 20 to 10 and base HP from 25 to 10.
Changed Tanks organization base from 10 to 5 and HP base from 15 to 10.
Changed APC supply usage from 0.2 to 0.15, gave APC innate unit modifiers Soft and Hard attack modifiers of 35%, reduced base Strength of APC from 50 to 40, reduced base Organization of APC from 60 to 50.
Changed Super Mutant base Organization from 60 to 50, changed innate Defense Modifier from 50% to 30%, changed innate Breakthrough Modifier from 50% to 40%, changed innate Soft Attack Modifier from 50% to 40%, changed innate Hard Attack Modifier from 50% to 30% Changed Supply consumption from 0.06 to 0.1.
Changed Transport Gliders from Civilized Air Tech to Tribal Air Tech, given that it is a Glider I don't see why it requires a motor nor how it could be restricted to only Civilized nations.
Changed Production cost scale of APCs from 4 additional IC per tech level to 2 additional IC per tech level.

New Update Today 9/7/2021

Changed Enforcers Equipment by lowering Breakthrough and Defense of Tier 1 from 4 to 2 each, Tier 2 Lowered from 6 to 4 each. Enforcer Equipment IC cost increased from 6 and 9 to 7 and 10 respectively and resource cost for both tiers changed from 1 Metal to 2 Metal 1 Water and 3 Metal 2 Water respectively. Both Tiers of Equipment now have a base speed of 3.0 KPH as opposed to the 4.0 KPH previously.

The Enforcer unit type itself has now received some slight nerfs by losing 10 base org (50 down from 60) gaining a 10% attack penalty on Desert, Mountains, Jungles, Amphibious, and Marshes (Yes, I know there are no marshes).

CAS planes in OWB have been nerfed significantly in the defines by lowering their Damage modifiers against Organization and Strength from a value of 0.25 to 0.125 (Still around 3 times higher than the Base Game HOI4 value).

Removed Unique Faction checks to allow faction joining to be less restrictive and to improve game stability.

Changed White Peace conditions so that you can offer and accept a White Peace proposal at any point during the war without needing to push a nation towards capitulation.

Changed Tanks Unit Type to have more severe terrain penalties, also lowered base org value by 5 and base HP value by 10.

Changed The Golden Gecko major business to now give 10% Stability and 0.1 PP gain as opposed to the 5% stability it had prior.

Changed Oh No! Arms Major Business from 25 to 20% IC reduction for Infantry Equipment alongside this the design company gained a -10% penalty to Hard Attack, Defense, and Breakthrough on top of the penalties to Reliability and Soft Attack they had prior.

Lowered the Base Organization of Security Bots back to it's Orginal OWB Value.

Reduced the defense value of every Combat and Support Robot Equipment by 2 and Security Robot (Securitron) by 1.

Changed Numerous Economy Law Requirements, Every Cap For The Army (War Economy) can now be gotten while not at war at 50 War Support and 60 World Tension.

Gave Ceasar’s Legion 15 Starting Civs and 5 Starting Mills to offset the Advantage NCR has over them, also changed South Phoenix and Flagstaff state categories to Restored Mega-Cities (Megalopolis).

Gave Western BoS 5 starting Mills and 10 starting Civs to offset the Advantage NCR has over them, and to make up for the factories they lost in 3.0.

Gave numerous nations that started with 0 mills or civs at game start factories to offset not starting with any.

Increased Super Mutant Behemoth Equipment to have 3 more base defense, also increased Behemoth Fort Attack bonus to 30% up from 20%.

Lowered Hard Attack values on Infantry gear.

Raised Piercing values on Demolitions and Fireteams.

Lowered defense on Laser Muskets by 1 point.

Lowered stats on tier 1 and tier 2 Gauss and Pulse Rifles.

Added new starting Unit Leaders to multiple nations such as Old Country, Shoeshone Nation, Sky Reavers, Rotpurgers, and Eighties.
