Hotfix 1.0.63

-Significantly increased the repair delays on the reactor. It should take much longer for the reactor to start deteriorating, and lengthen maintenance intervals.

-Radiation Sickness is now visible on the Health Scanner HUD.

-Radiation Sickness no longer triggers the Geiger Counter. This should stop the Geiger Counter from going off seemingly continuously, and will provide a much better way to detect radioactive contamination.

-The Geiger Counter now has the "tool" tag, allowing better compatibility with other mods that add custom inventory slots.

-Finished a complete rework of the mod's in-depth guide, a link to which can be found in the description.

-Fuel rods will now change their inventory icon to reflect if they are active or not. This should provide clearer communication to players, and lead to less inadvertent burns.

-Brought the Rapid Fissile Accelerator in-line with 1.0 changes to fabrication requirements, edited the position of the fuel rod and flashlight to better fit their sprites.

-The Tongs now have the tag 'crowbaritem,' meaning their damage will scale with any talents that effect crowbar damage. (And for those that don't know, the tongs deal extra damage if they contain an impact-sensitive fuel rod. Go nuts.)
-Edited the sprite offset to work with the fuel rod changes.
