OST A.I will now upgrade starting base defenses to medical stations, at the normal cost of bunker+upgrade. Soviet Hard & Expert A.I early build orders updated.

Also, Easy A.I has 0.8x resource multipliers for now. This is intended to be a stop-gap measure until I find better ways to create an easier experience without the resource debuff.

Minor update addressing OKW Flak Half-Track

Infantry update, they should use more cover from now on. Also reduced the delay between vehicle tactic commands and targetting, let me know if it creates performance problems.

Flak Half-tracks (USF and OKW) will now use handbrake to shoot.
