Updated to again change some values, added imprisoned elder cyclops, no fluff yet, can now recruit 2 heroes a turn

Had a little test and updated some of the values to reduce number of wizards. Allowed recruitment of the Hero Commander & second in command.

I think this will work this time, I think theres a mod description that's better anyway, this is still very WIP just going up on the workshop becuase feedback is good and I am done with it for today
