Fixed ballast pathfinding

Reworked junction room to be less convoluted, simplifying repairs. This has freed up 3 junction boxes, which have been left for potential auxiliary use; Removed a (relatively) useless pump in the rear ballast entrance; fixed armoury small pump not working as intended; replaced the junction box in command with a battery, so that you can stop the engine when you have no power; fixed the hidden discharge coils not working thanks to missing supercapacitors; made the external discharge coils activate at below 25% capacity, down from 40%.

Fixed bots getting stuck in the utility room; made so that bots don't cycle the airlock/ballast entrance when coming back in.

Removed the hidden sky alien artifact in the reactor, since the hidden ducts that kept it still were blocking movement, sometimes trapping people on the other side; changed the doors to the reactor to 2, simple, manual doors with windows; removed alarm siren in the reactor room; changed reactor discrharge rate to a constant 10 seconds (it does, however, start immediately as soon as the flood starts); fixed the reactor discharge reaching the other side of the sub (now it should match the visuals, meaning that about half of the sub is safe)

Tweaked lighting, removed double wall in the gunnery/engineering section, added the option for captains to toggle power intake to the battery array, added lights in electrical and command to show reactor toggle status, added battery array charge % screen in command, a couple of visual tweaks, drammatically increased reactor pump deterioration rate, increased reactor pump flow from 150 to 200.
