1.5 : Fix to Mini Kinetic Plating - now working as intended. - Big Thanks to Rusty, Tesla and MitzRuti for sorting the fix.

MAJOR Update 1.4:
- Fixed Mini Kinetic Plating to NOT remove existing Shielding, and to increase maximum shielding by 2.
- Fixed Combat Engineer stat progression not applying.
- Rebalance native Ablative Shielding - +2 granted at Squaddie, random roll 0-2 granted at Cpl.(2), Lt.(4) & Major. (6)
-Reworked Proficiency: Chemical Mixtures to grant Blast Padding and removed it from Squaddie row, moving Incinerator up to 4th row to improve consistency of visibility.
-Existing Combat Engineers will need to be rebuilt to benefit from these changes (except for the change to MKP).
