Slashed stat buffs across the board

Noticeably increased troop maintenance

Increased time taken to improve army training, agriculture and administration.

Changed how the railroads are built - it should be slower.

Fixed a bug related to failing the reactionaries disaster not stripping modifiers and flags properly.

Countries now no longer have a reason to support you once your modernization finishes. Countries that hate you still hate you though.

Bombing devastation raised again - even if there's a fort around, bombs will set buildings ablaze.
You may now create a spy agency, which is very good at aiding rebels.

Changed the concrete related modifiers to affect construction of trade centers and great projects, as well as the maintenance of forts and the development and maintenance of provinces.

Fixed the tank factory decision.

Added a chance for a nation fighting a modern tech nation to gain a temporary buff of 5 years having scavenged weapons, after a victorious battle.

Since the general cap per force limit cannot be increased directly, a larger cap is given from the general staff.

Added mobilization to make the nation a little less overpowered. Mobilizing the country would hurt your income and increase war exhaustion over time.

Added a decision to implement direct rule, making one tag slightly more convenient.

Added a decision to greatly increase danmaku power using a flimsy justification, but everyone scoffs at you for taking that option and will scoff at you so long as you keep that up.

Changed the text related to the event for nations that do not have to deal with reactionaries rising up.
