Increased implementation delay to 2.
Added inertia to Environmental Protests reduction.
Adjusted equations for population & for healthcare demands so that the impact lowers as Environmental Protests subside.
Environmental Protests provide a small malus to tourism if they’re high enough.
Added perception Strength & Compassion adjustments.
