Added gamerules:
- Half / Doubled default costs.

Added language files for other supported languages of the game, but they contain english localization (still better than no text at all)

- Added gamerule to changing the costs to leave a war:
Nothing (not even opinion), Only opinion, No Opinion (gold, prestige, honor), Default (opinion, gold, prestige, honor)

- does not longer overwrites the vanilla string "REMOVE_PARTICIPANT_EFFECT_THIRD", instead I added my own description string. This way it shows the correct string when hovering over an event option and it is more compatible to the game/mods.
