Initial upload

-Added compatibility with anglers
-Added compatibility with merger of rules (it was overwriting capitals making the game think AVB capitals weren't upgraded.)
-Added compatibility with Gigastructures (upgraded ministries of production will now give cultivator bonuses as the vanilla one does with Gigastructures installed).
