Fixed items up for 41.71.

Please note that the game has a restriction on minimum quantities for refilling a generator. Consequently, I strongly recommend using a bleach bottle.

Fixed a bug where the original gas can was improperly intercepted when siphoning fuel from it.

Completely rewrote the method that handles the calculation for filling from pumps, this eliminates the game-caused bug where items don't fill fully from gas pumps.

Altered the items code so that they're dynamically generated. A file is written to ensure they persist. This makes it much easier to add your own items to this mod.
