Version 2: August 2023

Now adds a diplomatic slot to the vanilla Chiefdom Government automatically.
1 New Policy Card 'Passports' available with Early Empire'.
Added Historical Context to the Civopedia for each policy card.

-Fixed a bug with 'Formal Audience' and moved it to Code of Laws.
-Renamed 'Multilingualism' to 'Translators'
-Renamed 'Awe' to 'Folklore' and moved it to Craftsmanship.
-Moved 'Migrants' to State Workforce.
-Changed 'Safe Passage' to only provide immunity while at peace. Gold penalty reduced to -1. No longer becomes obsolete.
