Fix for the vanishing portraits in v1.5.1. Also updates the hud_notification_templates.gui to the new vanilla.

The fix for vanishing portraits in v1.5.1 was to change "portrait_head_small_cached" to "portrait_head_small", pass the fix on to any other gui modders who are running into the same problem with vanishing portraits in their mods. It appears that "portrait_head_small_cached" has been depreciated and replaced in v1.5.1 with "portrait_head_small".
