[MAJOR] This updates was known to break saves
-boiled down the submod to only the needed files, so this is a bit of a rebuild
-updated the submod to 4.07

-Modified the Tech Level advancements so that the CIS and Republic advance at the same level as the main factions. They're still incapable of advancing tech on their own, but it's a start.
