Balance:
Kugath's Necrotic Missiles ancillary now significantly reduces his ammunition due to the strength of the associated Nurgling barrage.
Kugath's base ammunition reduced to 28.
Kugath's army capstone now provides less ammunition and the healing cap effect has been replaced with unit speed due to how poorly Nurgle factions heal.

Balance:
Replaced Ku'Gath's construction cost effect entirely (with +7/14% building income) due to cyclic buildings not being affected by existing effects and me not caring enough to make a new effect.
Nerfed Ku'Gath's army capstone by adding a melee attack malus to levels 2 and 3. Level 2 melee defense bonus reduced to 7, but is factionwide now.

Movie filetype was previously enabled for debugging. Packfile is no longer movie type. Potential issues with 3rd party mod managers should be corrected.

Redid all Fragment of <insert Wind here> skill effects for Kairos to prevent loss of spells from effect limits.

Balance:
Fragment of <insert Wind here> now provides cooldown bonus at level 1, but maximum cooldown and cost reduction is reduced to 27% per Lore.
