General:
Decided "fuck it, we'll do it live" and outright made new garrisons for Daemons of Chaos (Belakor's might be weaker? Didn't thoroughly check unit permissions).

Fixes:
(Probably) fixed garrison Runesmiths not having rune abilites.

Balance/Fixes:
Daemons of Chaos had several garrison overflow issues. Redid various Khorne, Nurgle, and Slaanesh-alighted main settlement and garrison buildings' garrisons for DoC.
*Slight* nerf to Nurgle (and DoC Nurgle flavored settlements) major main settlement building's garrison.
Added Axe/Shield Chaos Warriors of Nurgle to DoC roster for the purpose of garrison inclusion (less effort than making entirely new Nurgle-flavored settlement garrisons for Yuri).

Balance:
Uncorrupted factions' T4 minor settlements provide 1 PO.
Damaged T4 settlements with PO values now provide -1 PO if their faction's T3 settlement did not already provide PO.

Fixes:
PO and Growth effects standardized to current patch's effect scopes (no actual changes to functionality, just text).

Dwarf and Khorne T4 minor settlements had erroneous growth values (presumably T1-T3 values were changed in the last two DLC's)

Fixes:
Vampire Counts garrisons moved over to the "untainted" empire fort chain. God only knows why CA thought it was a good idea to move the "vmp" empire fort chain's garrisons over to the "untainted" chain without moving the effects or removing the chain.
Temple of Anath Raema's "new" upgraded level now has a garrison.
Laurelorn Forest landmark no longer has a settlement garrison.

Missing AI pointers for WEF outpost upgrades added.

Balance:
Maximum base WEF outpost supplies reduced to 3000/4000/5000/7500.
WEF Office buildings and Temple of Isha provide minor factionwide boosts to defensive supplies.
All WEF outpost buildings provide 500 defensive supplies to settlements within the province.

Fixes:
Missing supply values for T1 and T2 WEF outposts added.
Missing supply values for Oak of Ages added. It should be noted that I don't know if the Oak of Ages battle map got tower slots added to it and setting up a scenario to test that is fairly time consuming, so this may be an erroneous step.
WEFs can build outpost buildings again.
"Fortified" "settlement" map for WEF T4 outpost downgraded to unfortified "settlement" map due to likely battle map deprecation.
