Reduced barricade health ~15%.
Increased settlement wall health 50%.
Reduced settlement tower health 16%.
Removed tower accuracy penalty.

Added settlement and deployable projectiles to mod scope.
All tower projectiles rebalanced.
Missing projectile effects/explosions on many towers re-instated.
Tower performance now more consistent across factions.
Deployable tower costs rebalanced based on tier and expected projectile performance; low tier towers generally cheapened while high tier towers generally made more expensive.

Reduced weighting for construction of T4 minors to 75% of that of major settlements.

Balance:
Re-reduced T4 minor pop cost to 4 pop.

General:
Testing confirms that suspected battle-type effect issues were just paranoia.
Culled unnecessary effects as a result.

T4 minor settlements now cost 6000 gold and 5 pop points. Pop point cost may be decreased if issues arise.
T4 settlements automatically enable walled settlement battles now.

Content:
Remembered to enable walls and siege engines for walled battles.

Fixes:
Fixed first level of Skaven garrison building enabling walled battles.
Fixed context requirement for wall effects being on the incorrect effect.

TODO:
Confirm that walled battle effect overrides unwalled battle effect. If so, cull unnecessary effect changes.

Did a bit of extra work to ensure the complete removal of random field battles for settlements.

Disabled the ridiculous random field battles for settlements with garrison buildings.
Re-enabled walls on upgraded minor garrisons.

Doubled HP of all towers and barricades.
Removed Supplies-Per-Turn from almost all defense buildings.
Replaced Supplies-Per-Turn with flat supply amounts.
