Took out file in this mod that removed the battery requirement for HAM radios.
This file was also overwriting walkietalkie weights to default when using other light weight radio mods so this will no longer be an issue

-Lowered battery usage in walkies
-Removed requirement for HAM and other placed radios to use batteries
