Changed the Motte and Bailey so its build recommendation is the same as the Fort, and made a couple minor text changes. Thanks to M'aiq the Liar for pointing out the errors.

Previously Motte and Baileys were culture bombing territory around them, and Fortresses evidently weren't capturing territory at all. I've corrected this so that now Motte and Baileys capture territory via Fortress Borders, while Fortresses culture bomb. The distinction is that culture bombing means some tiles of foreign powers may be captured, while with Fortress Borders this does not occur.
