Balancing Changes:
+Rise of Mind and Ascend to technological excellence will now advanced Infantry tech to settler/Advanced for free, however in its place Air technology must be chosen during the respective events, to avoid handing out advanced air like candy. Everyone uses infantry, not everyone needs planes.
-Decisions that grant manpower have been significantly nerfed, reducing both the effect and frequency they can be used, to prevent the AI from spamming endless manpower out.
-Decision to improve resource extraction now reduces extraction rate while developing new resources instead of increasing it, the resources it grants permanently are randomly distributed throughout your owned states, and it can be used a total of 10 times EVER. No more of New Navajo and other minor capitals turning into utopias that surpass Hoover Dam in importance and production.

+Added decision to adopt settler focus tree for nations with the settler flag. Reformed Tribals can now abandon their old focus tree, forfeiting the ideas it gave in exchange for a new tree that matches their civilized status. Fully compatible with Reworked Generic Trees, and toggleable via a gamerule if you don't want the feature.

Hotfix to address Pardox hard-capping Offmap buildings to 15. Decisions to move factories underground now only move one at a time, and will not appear after they have been used 15 times.

+Raiders now get decisions to increase research Point Income. They can use this to Civilize just like tribes can.
+Fixed Desert Rangers having no tech category
+Changed Some Localization to be more grammatically correct.
+Biological Ascendance Nature path altered slightly: Radroaches are now unlocked/affected-by-the-given-idea in addition to Mole Rats and Mirelurks if you pick the animal army option. As this choice was buffed and the wildlife friend idea was nerfed that option now restores access to one of man's oldest friends: Horses.
+Made to Kill idea now affects CNC Robots as well.
-Nerfed some ideas, particularly those that affected population growth rate so that population levels would be less drastically changed.

Fixed Enclave not being allowed to buy labs
Move Factories Underground decision can now be used a maximum of 15 times in accordance with new limits put in place by paradox.

Patched Mexican Nations that weren't flagged correctly, they should see tech decisions now.

Updated to the Latest version of OWB
-Now uses country flags instead of the old tech based system. all Tribal nations should register as tribal and all settler/brotherhood/enclave/robot/vault nations should be recognized as varying levels of settler and advanced.
-IMPORTANT: The Ascension paths now require settler electronics/exploitation to start and advanced of the same to finish. Both are granted if you ascend to technological greatness, allowing you to choose your two ascensions from there.
-removed one image that made it impossible for me to close the event on my tiny resolution laptop, sorry.
