Also, a suggestion, let us have other ways to acquire scientists as I am always low on political power. Maybe let us use caps to hire scientists for instance.
I'm playing New Vegas and have built 3 factories which are unmanned if this helps. Also, I have screenshots of what I see if you need them.
why do some developed nations only have the "rise of mind" decision and some nations dont have the 3 special research decisions (like mcarthur)

After having upgraded from the tribal level to the intermediate level I have no way to build the labs to progress any further, is this intended?
There are decisions to use labs, but the only other options I have are to "Build Temples" and to spend science points, I don't have any option to build labs, either by building or by hiring scientists, that most other nations have.
Since the upgrade fully resets your science points income I don't really see much of a reason as to why further development wouldn't be possible, but an alternative to avoid confusion would be to remove the "New Research Department" from nations that can't build labs.
EDIT: For future reference, that issue gets fixed by reloading the game.

Otherwise, Steam will overwrite the changes every time you restart the game (this happens to me).

I would be glad to see suggestions (with a code) for more a better/lore-friendly solution. =)
1. You need go to %mod folder%\common\decisions\new_generic_decisions.txt
2. Find section new_political_decisions
3. Change the contents of the section to look like this:

4. Next step: find all TAG = NCR and add TAG = ERB .
5. Go to %mod folder%\common\on_actions\new_generic_decisions_on_action.txt
I do wish I could get all tech levels to sophisticated though ... I want tank offensives alongside PA forces :(

Unrelated (or is it?) question, any chance there could be a compatibility patch or something for Enclave Reborn? I don't know coding, so I don't know how hard it would be, and if it's too much, disregard this request.

The problem is in the solution tooltips. On the left is English, and on the right in Russian.
The markup and special symbols are preserved, the encoding is also correct for the Russian language (UTF8 with BOM).Some other solution tooltips have the same problem - in English everything is fine, but in Russian it is not.
Maybe your knowledge of coding will help me?
