Radusha airfield map was incorrectly coded in the base game as a summer map. Fixed.

Fixed some vanilla issues with AI strength calculations based on off map call-ins. Will keep an eye on this if it lowers AI strength too much I'll un-fix it. Also while investigating this, I discovered why the AI is so damned fascinated with flamethrower tanks. Not sure if I can actually fix that though, so I've greatly decreased the spending priorities on flamethrower units meanwhile.

Made some balance adjustments to command squads and SP resource management today.

Also fixed Karvola Winter map showing up in non-winter campaign map points. This was done by Devs intentionally in vanilla but we don't really want winter maps showing up where it's not supposed to be winter, do we?
