I've further reduced the cost of off-map artillery. Compared to the on-map artillery, it's not as useful, making it cheaper is therefore warranted.

Also reduced the research cost of late-game command squads and the Panther tanks.

Some Russian tanks and SPGs were showing up a bit early in the campaign so they've been pushed back by one or two tech levels.

Testing showed ammo point accumulation rate needed adjustment after the last update. It should be slower now so the player doesn't accumulate an insane amount of ammo just by playing normally, which eliminates the point of choosing different mission types. Long term testing will continue to ensure the adjustment works as intended.

I have been convinced that the 1500rpm rate of fire of the MG42 was ridiculous. It also eats through ammo too fast. So I lowered it back down to real rate of fire, which is still ridiculous and still eats through ammo too fast, but does so realistically.
