Added resupply to the sdkfz6 and Gaz supply.

Fixed vanilla Samois River map not being properly coded as a Winter map.

Tweaked research costs to be more logical, especially with captured french tanks to make them more useful.

Recent changes were to update uniforms to the new standard for Germans, which required some rearranging of them since the old uniforms didn't work anymore.

Also added a spotter to the sniper team.
