Sadly, separate upload until I can get my usual PC to co-operate.

-Removed an event that sometimes resulted in a crash
-Removed OP technologies for now: all the Overpowered Civic effects are now tied to the civics themselves
-Corrected very low values for Biomatter Mastery bonuses
-Fixed "Noxanexus" building sometimes granting no Technician jobs
-Changed "Novanexus" to grant a %-based energy bonus for better compatibility with non-Technician energy jobs
