Removed the undertakers from the tech hunter guard squads because they were glitchy and stuck between patrolling and picking up corpses.

Fixed Town override not working on import after fully upgrading. As long as faction relations are imported, Mourn should now import to the highest level of investment the player got to.

* Additional option to buy Mourn for 1,000,000 cats.

* Additional turrets placed around Mourn.

* Town guards have a chance to go shopping in town and player owned shops, adding some increased economic activity to reflect growth from investments.
