Removed the ability for House Traditions to determine legacy availability to make it a separate patch and clean up the error logs for people not using House Traditions.

Fixed the designation of the following traditions to make legacies available as intended: Performative Honour, Family Business, Expert Artisans, Dexterous Fishermen, Seafarers, Linguists, Recognition of Talent.
