nerfed rejuvenation (now cost 1/3 max hp on cast) in preparation for next update of giving it bonus effect when aid upgrade is taken and fixed descriptions

Fixed all bugs related to storm(previously blizzard) and buffed damage (twice as much potency scaling compared previous)

Nerfed Storm but added an upgrade where if the user also have improvised fireball, damage will increase and spawn fire on tile. There is still bug with the damage in description, however.

Prev: 1d2 +spell dmg + potency (+1/2 defender count & 50% stun)
current: 1 + spell dmg +1/2 potency (+1/2 defender count & 50% stun) (+1/2 potency if own improvised & each tile 25% on fire)

Updated vanguard description and made the buff area rounder and slightly smaller
Looking forward in remaking the ability to make it scale with stats

Buffed Embolden because I really want to make a warrior leader build centering near it
Prev: On kill, embolden gives 1 armor (+1 temp hp post upgrade)
now: On kill, embolden gives 1 + 1/4*potency armor (+1 temp hp post upgrade)

previously:heals a large amount + stackable,refreshable armor/ward gain
now: [2/1+ (0.5/0.25) * potency] healing and removed armor/warding gain
