Reverted the RoR back to "money speedbumps" for those that want an entire army of a specific RoR or just want a specific RoR. Upgrading past an RoR is just a money sink now like in the other 4 chaos mods.

Removing them from the RoR recruitment tab fixes the fake rank 9 chevron issue but is beyond the scope of this mod and changes the mercenary mechanics and may conflict with other mods.
