- Quick hotfix for @Sean's bug report.

- Fixed a bug that was breaking the empire politics script causing crashes and featly dependent diplomacy to no longer work.

- Readded the Constitutional Crossroads dilemma for Volkmar, Wulfhart, and Marienburg.

- Reworked the state troops features in the mod.

- Added logging capabilities for the player to help diagnose any bugs.

- Changed the vanilla return region dilemma so that now the dilemma will not occur when the player or any of the factions involved are at war with each other.

- Fixed a bug where return to elector is available for the player to return settlements to themself.

- Fixed a bug where state troops could not be recruited from vassals and allies.

- Fixed a bug where the vassalisation choice in the constitutional crossroads dilemma wasn't costing any prestige.

- Removed the Consitutional Crossroads dilemma for Volkmar, Wulfhart, and Marienburg to see if this fixes the major bug smany people have been having where the game crashes / electors have diplomatic options at the wrong fealty level (basically a bug that the empire_politics_script breaks). If the bug persists please comment and let me know and I will try something else to fix the issue! Thanks.

- Fixed the bug where attacking settlements owned by The Fecundites caused the game to crash. This however means that the unintended bug where settlements can't be returned to electors that are defensive / military allies or vassals returns.

- Improved the return settlement dilemma so that if the player is at war with a faction involved in the dilemma then the dilemma won't trigger.

This update shouldn't break your save games but you should start a new campaign if you wan't to be sure that the (hopeful) fix is working.

- Thanks to @Praetorion's idea, added a new dilemma for when you destroy Von Carstein's Sylvania.

- Added another state troops buff at imperial authority 10 to 15.

- Chnages imperial authority absolute level from ‘10+’ to ‘10 to 15’.

- Upgraded Zvorak, Matorca, and Nuja settlements buildings and added garrison buildings in line with the other Southern Realms settlements.

- Made Drycha and Ostermark no longer at war.

- Fixed a bug where confederation dilemmas don't occur and diplomacy becomes available when electors don't have the correct fealty.

- Fixed a bug where Imperial Authority wasn’t capped for certain Empire factions

- Fixed a bug where settlements couldn’t be returned to electors if you have an alliance with them.

- Fixed a bug where confederation with marienburg was possible through diplomacy.

Republished the mod to avoid the load order issue some people were having.

Also added some new features:
- Enable liberation of Dwarfs, Lizardmen, High Elves, Wood Elves, and Cathay

- Added Fort Bergbres and all the missing regions from vanilla to the return regions dilemma

- Rebellion dilemma similar to invasion dilemma but for electors once you've occupied their lands (WIP)

- Fix vanilla bug where Imperial Authority +1 isn't applied for returning settlement to elector but is if it's returned through the dilemma.

- Fix vanilla bug where returning region to elector through dilemma doesn't show an effect bundle that you get Imperial Authority +1 even though you do.

- Redone the vanilla dilemma costs for elector civil war, return region dilemmas.
