Tiny update. Just adds localization for Boltcasters and the Mystic Staff, preventing a weird edge case where this spec was showing bad strings in certain other mods.

Yes, it's an update!

• Front-loaded HP growths: Same total, but you receive way more at Squaddie. (+3, was +1)
  
• Shuffled will and offense growths around a little.
  
• Now blocks Stygian/Infiltrator pairings. Comment out changes or reroll to fix broken units.

Big buff.

• Added Boltcaster category support. A high-alpha but low-ammo alternative to the Vektor.
  
• Guaranteed Abyssal Pillar again, this time at Sergeant rank.
  
• Changed HP growths back to the listed 7 points (instead of 6), but with a slight delay.
  
• Merged the Major deck with Lieutenant/Captain, letting its abilities appear earlier.
  
• Removed Ruby Curtain, HP cost was too high. (fixing it in-config could break other mods)

Small buff.

• Made Renewal and Circulation more common. Savior rolls without regen are painful.
  
• Slightly increased offense growths to pull things in line with other specs.

Balancing pass, made the Savior less likely to roll a selfish perk tree.

• Reduced max HP by 1, slowed growths so they line up better with blood magic unlocks.
  
• Moved Abyssal Pillar down two ranks. No longer guaranteed, 66% chance.
  
• Moved Clotting down to corporal/sergeant level alongside Life Shift and Ruby Curtain.
  
• Made Blood Spear rarer (66% to 33%), and only allowed it to show up at colonel rank.
  
• Moved several other skills up or down a rank.
