Added Kobold traders (necessary for migrant calculations). Delayed arrival of dwarf caravan (affects Dwarf playthroughs). Added guaranteed fish. Reduced cave rat litter size to 6. Removed elected tag from tier 2-4 positions.

Made dwarves playable again, to solve cut/replace related item bug. Also restored vanilla skulking kobolds to caves as "Cave Kobolds".
