* Government_types: colonial_administration_alter is no longer applicable to GBR puppets.

* "Enforce a Colonial Government" diplomatic action:
** Instead of immediately applying changes to your subjects, now the action takes 3 years to complete via a Journal-based process, with a Decision to cancel it.
