Cat lovers rejoice! A long-overdue balance and QoL update is upon ye! This update aims to... well, update the Netizen to meet some of 1.7.0's mechanics changes, as well as clean up a few quirks with their air game and smooth out a few funky interactions.

Ping Bomb
- Damage per hit reduced from 30 -> 20 (accounts for scaling changes)

Wipe
-- Small change to invulnerability timing to clarify the move's mid-range niche a bit and prevent it from being a complete "skip neutral" button at closer ranges.
- Initiative effect now starts on frame 2 -> 4

Punch (Air)
-- This move's hitbox was incredibly difficult to connect with for very little payoff. These changes should bring the hitbox more in line with the graphic and make it more reliable to use in air combos.
- Hitbox width increased from 8 -> 10
- Hitbox height reduced from 10 -> 8
- Hitbox moved up slightly

Fair Shake
-- This move had a tendency to accidentally go over opponents at close range rather than connecting with them - which is pretty bad when it's intended to be a staple of her air-to-ground combo strings.
- Initial movement force reduced from 4.0 -> 2.0

Flutter Kick
-- Some changes to help this move do its intended job as the DI Up callout.
- Jump provides significantly less horizontal momentum
- Jump magnitude increased from 5.0 -> 6.0
- Damage per hit reduced from 40 -> 30 (accounts for scaling changes)

Junk Mail
-- As a rather unorthodox spacing/anti-air option, Junk Mail wasn't quite covering the space it needed to due to sticking too close to the Netizen.
- Removed parry window
- Reduced hurtbox size
- Envelopes now fan out at a slightly wider angle when thrown to cover more approaches.
- Base horizontal speed increased from 8 -> 10
- Base vertical speed increased from -1 -> -2
- Speed modifier increased from 5.0 -> 10.0

Proxy
-- Mostly quality of life changes for this one, courtesy of Quick Slash.
- Now uses a dropdown rather than individually selecting moves.
- Ping Bomb and Flutter Kick reflect their updated damage values above.
- Fair Shake momentum decreased from 4.0 -> 3.0
- Flutter Kick now travels slightly higher.

Brute Force
- Damage reduced from 20 -> 15 (accounts for scaling changes)

Pop-Up
-- This move has always been exceptionally difficult to use properly due to the very limited launch angle and follow-ups. This should free up the launch angle a bit
- Can now be aimed with an Action Data element.

Crash
- No longer resets momentum on impact

Banhammer
-- Sorry, funny hammer fans, but this move was overshadowing a lot of the other "get off me" options, so I've finally buckled and made it a bit harder to access readily.
- Now costs 2 bars
- Minimum damage increased from 90 -> 120
- Knockback increased from 20.0 -> 25.0
- Knocks back slightly lower to the ground

U.F.O.
-- Players reported having issues following up after U.F.O. due to its... strange interactions with momentum. These changes should rework the post-impact state to make following up a bit less dicey.
- Speed increased from 15.0 -> 18.0
- Now grants projectile immunity starting on Frame 5.
- Knockback strength reduced from 10.0 -> 8.0
- Now carries a portion of your momentum on hit.

- Removed collision from the grab. (This should prevent Netizen from getting "stuck" when trying to drag the opponent in certain directions, making the move more consistent.)

- Last hit's minimum damage increased from 30 -> 50
- Last hit can now only be cancelled into Super moves
- Last hit launch angle lowered significantly.

Pop Up
- Fixed a bug where this move wasn't tagged as a GroundedSpecial, preventing certain combo paths.

Banhammer
-- While the move was intended to feel oppressive and be a central part of the kit, further review shows that it was doing its job a bit too well. Adjustments have been made to add more ways to highlight its unique counterplay while still keeping a bit of that nastiness.
- Feint behavior changed; now adds IASA at 24 instead of the standard feint behavior.
- Armored hits increased from 1 -> inf
- Armor extended from frame 12 -> 15
- Hitbox is now active on frame 10 -> 14 (-4)
- Initiative startup reduced by 0 -> 4 (+4)
- Damage reduced from 250 -> 200
- Minimum damage reduced from 100 -> 90

- Initial launch was successful, but there were a few minor bugs that slipped through the cracks. This patch is mostly about squashing some of those as well as a few minor tweaks to moves I wasn't so sure on.

Punch
- Retagged to be fully actionable on hit-cancel rather than using multiple separate tags. This is mostly an internal change.

Proxy
- Now plays a sound cue and displays an effect when used to command an active Proxy.
- Now properly animates when returning to idle.

Input: Fair Shake
- Reduced the Proxy's forward velocity from 7.0 -> 4.0

Input: Slide
- Fixed a bug where the Proxy's facing wasn't updated properly when executing.

Input: Windmill
- Fixed a bug where the Proxy's facing wasn't updated properly when executing.
