Reduced cost and time to terraform from gaia to nuked, similar proportion to the reductions made for gaia to hive.
Changed holy_covenant_conversion to energy = 0.25, unity = 0.5, society_research = 0.25.
Changed tr_subterfuge_cloaking_finish to cloaking strength 2 instead of 1.
Changed tr_subterfuge_double_agents to envoys_add = 1.5 instead of envoys_add = 1 (double agent counts as 1.5 ;)
In traits, changed species_empire_size_mult = -0.5 to species_empire_size_mult = -0.33.

00_weapons_pointdefence.txt has been deleted, reason: the files were identical even in vanilla.
capital_buildings: changed "country_admin_cap_add = 75" to "empire_size_mult = -0.25" and testing.

tech_repeatable_improved_core_system_cap now gives country_admin_cap_add = 15 and country_unity_produces_mult = 0.1 instead of country_unity_produces_mult = 0.05.
tech_mine_exotic_gases weight_modifier set to that of 3.7.4 because I think the old code was bugged.
