Fixed some bugs regarding non-existent owners or overlords.
Made Agrarian Idyll playable and interesting.

Balanced the Economic Statecraft policy, now providing a +15% bonus to the capital.
Zro deposit no longer receives the bonus from the science deposit (some were even giving you 40 zro).
Civilian shipyard limit reduced from 10 to 5 and no longer provides energy production.
Improved Governmental Diplomatic Asset for gestalt empires since they don't have Civilian Shipyards.
Slightly modified growth trust on subjects and guarantees.
Ascension perk "Grasp of the Void" empowered, increasing naval capacity by 1 from anchorage.
Fixed automation that randomly built structures for exotic volatile and crystals.
Swarm empires are slightly stronger now.

Compatible 3.9.3 update

The decisions decision_upgrade_habitat_1 and decision_upgrade_habitat_2 have been removed. Now, you will proceed directly to decision_upgrade_habitat_3 when you have major capital and tech_habitat_3. To upgrade to the 4th and 5th habitats, you need building_hab_system_capital. This change allows you to upgrade habitats with fewer than 25 pops to decision_upgrade_habitat_3, but not to the 4th and 5th stages.

The agenda_superior_colonies now reduces the habitat cost by 5%.

decision_upgrade_habitat_5, which is now the 3rd stage, no longer receives a bonus from megastructures' build cost but only from megastructures_habitat_cost_mult, as it should serve as the counterpart to ecunomopoly.

Every rival will now grant you 10 unity as part of the Economic Subterfuge agenda.

The habitat build cost reduction from Expansion has been decreased from -0.20 to -0.15, and it now also adds a maximum of 1 district to all habitats.

Additionally, the tr_domination_adopt_void has been added as in the vanilla version and has been enhanced.
