-General optimizations made to Impulse state.

-Added Riptide alt in celebration. She'll have a different taunt if you use this alt. If you're taunting when you win a match, her portrait will change into something special :bloosh:

(An attempt to match HDR Sephiroth's weight. This should also make Impulse easier to get its reward from)

Reaper Impulse:
-Changed the following multipliers
-Walk Speed/Accel (1.1 > 1.15)
-Dash Speed (1.2 > 1.25)
-Friction (1.2 > 1.3)
