- State Atheism converts a higher percentage of pops in the capital than other incorporated states when enacted.
- Added Religious Campaigns edict, which increases conversion substantially at a cost of increased radicals.
- The Promote National Values decree no longer increases conversion rates, but has a higher cultural assimilation.
- Cost of National Values decree decreased, while Religious Campaigns costs less authority by default.
- Nationalism and Pan-Nationalism increases radicals from discrimination, and reduces radicals from accepted cultures.
- All citizenship laws give slightly less of a loyalist/radicals buff to accepted cultures. With both Nationalism and Pan-Nationalism unlocked, this will mean a slightly higher modifier towards accepted cultures.
