Graphics are not final
There might be some funny business if a planet under deficit changes ownership.

You can enact a new planet decision to give RegeneX to the citizens. Each time this decision is activated the bonus gets stronger. However you must be careful that you have a stable source of RegeneX. Once you take this decision you will have to continue to do so indefinitely otherwise there will be withdrawal consequences. If a planet goes into withdrawal a situation will begin from which you can monitor and intervene.

Not yet implemented:
Emergency countermeasures if a deficit gets severe
Ability to research withdrawal countermeasures
