Notable Changes:
-New Modules: Converted Heavy Carrier Origins (BB, BC, SHBB)
-New Icons: Kuznetsov, Frunze, Charles Adams, Gyatt (DDG-1)

-Remove mission zone limit, AI assigned naval region and efficiency will be limited instead.
-Reduce anti-air targeting from 1.0 to 0.93.
-Split shipyard output boost rule into two parts for player and AI, add an option of half bonus.
-Add icons of cold-war destroyer and cruiser to China.
-Add an icon of coastal defense ship to Yugoslavia.
-Increase xp cost of naval doctrines by 15-20.
-Buff naval airforce branch of air-sea operation doctrines.
